It took me a while to find your questions here in the thread:

The tuition fee currently stands at 9,500 € for the whole year. The university does not provide scholarships themselves but the German Academic Exchange Service provides a huge database of potential scholarships (https://www.daad.de/stipdb-redirect/)

We do expect and requried applicants to have one year of post-graduate work experience and the programme takes 12 months.

We evaluate every application individually based on its merits so that general statements as to how likely you will be admitted are hard. IELTS 7 is certainly sufficient but your chances also depend on the quality of other applicants.
