I suggest exploring four countries:

South Africa has excellent programs and because of the exchange rate, inexpensive degrees. Witwatersrand in Johannesburg has many international faculty visit to provide lectures, as does Cape Town (favored by international students because of the natural beauty of the Cape region).

Following South Africa, Australia for the same reasons as South Africa.

Then check out the UK universities as the pound has taken a serious beating, making its universities very price competitive. However, many persons expect the Euro to continue to fall as its government traverse their Sovereign debt issues. Thus, look at the Netherlands, such as Erasmus. For professional education, Amsterdam Institute of Finance has excellent finance and financial theory courses - also priced in Euro.
