Chinese in Ottawa---really need your kindly help

Hi,
I'm an English-major student with law as a combined degree. I have a dilemma. I have been recently applying to the LL.M programme, or the International Business Law, of York University. I read from posts that Osgoode(hope I'm typing it correctly) is okay but that "international" programme is so-so.
So here is the deal. U of Ottawa has come into my radar. What is the most suitable programme of that university that best suit a Chinese student with a unsolid professional background?

That international program in Osgood School sounds like a trap. U have to delegate a mediary service center to do the application, and of course, u have to pay for that application service. Sounds ridilculous!
I gave up Osgood and applied for Ottawa, Toronto, Queens'...etc.

Tnaks for your reply. I did delegate a mediary service center to do that for I'm a little bit lazy at that moment.... I have decided to try one with Queen's but I have no idea of the requirement of writing sample... how do you make of it?
And how's your application process going?
BTW I got the offer from Osgood with a scholarship of $2,000 (I don't know whether in USD or CAD) so the tuition fee would be around CAD 28,000. Is that amount of tution fee expensive when comparing with other LL.M programs of our universities such as Queen's?
