LLM without LLB?

Hello one and all:

I am thinking of applying to LLM program--I don't however, have an LLB. I possess a Bachelors of Health studies and a Masters of Leadership also in health.  I heard on occassions that some law schools will admit you without an LLB.

I would prefer to attend a school in Canada, but I am open to the U.S. if necessary.....please advise.  Thanks.

I have read on this Forum about a candidate having been accepted in LL.M at U PENN, PA, USA, without holding any law degree from her home country.
