I've applied for this program and went through the different application procedures.
As explained on the site, you first submit an application form along with two academic recommendation letters. In the application letter you write your intended path of study at Fukuoka in English. You also have to write a motivation letter in Japanese. Along with an application letter, you are required to submit a certificate of English proficiency, if your native language is not English. They prefer TOEFL, but they allowed me to send an IELTS, since no TOEFL exam is organised in my country (Belgium).
They'll send you a mail, as soon as they've received all necessary documents. They will also provide you with a date on which an oral interview will be conducted over phone. In my case, this was an internet conference call over Skype with cam. Five professors were interviewing me in both English and Japanese. However, the Japanese part is stressed, because they try to asses your Japanese language skills (important because it is a bi-lingual program). Questions differ from person to person. The professors are very friendly and spontaneous. After 2-3 weeks or so, you'll receive notice.
Hope this sheds some light!
